The most simple rule there is to know if a number is irrational is this:

If a number cannot be written as a fraction or ratio then it is an irrational number.
What this means is that any fraction is not an irrational number.
Irrational Numbers are relatively rare as compared to other numbers. 

Here are just a few examples of irrational Numbers:

• Pi typically rounded down to 2.1416 but it actually goes on and on.
• sqrt(3) called the square root of 3.
• There is also a number called the Golden Ratio which is about
  1.618 and goes on and on.

So the biggest thing to remember is this: Irrational numbers are numbers that can not be shown as a fraction or final conclusion what the ratio would be.
